This strategic role is carried out by universities with several challenges, both from internal and external environments. The internal challenges of higher education mainly come from the governance of higher education that has not been carried out according to the standards of good university governance. The management of universities in Indonesia is still done conventionally, without being based on a strategic plan that synergizes with the needs of stakeholders or strategic plans and national priorities developed by the Ministry of Education and Culture. The implementation of the National Higher Education Standards (SNPT) has not been evenly distributed in all universities in the country.
